I don't think it's cheap considering there will be alcohol on the tables already. It's a valid question if the cash bar is more of a supplement for people who want something other than the alsohol you have on the table. Especially if you know that most of your guests don't drink. Anyway, I'm having an open bar for my wedding, but I'm not including the bottle of alcohol on the table to save $$. But this was a struggle with my parents who initially wanted bottles on the table. We wanted open bar because we know our friends drink alot and would prefer to order drinks. If you're doing open bar, you can also see if the restaurant will let you supply your own alcohol. Then you can buy stuff wholesale and could be cheaper. I've been to almost a dozen weddings this year alone. At a couple of them, they closed the open bar after a couple of hours and turned into a cash bar. Main purpose was to discourage people from drinking too much before getting in their cars and driving. Possible positioning to save a little bit if the restaurant is charging by the hour. People really should try to be more constructive and avoid the name calling... it's unnecessary when someone is asking for advice. Many of us are short on funds and need to bounce ideas off each other sometimes to see past the $$$. Generally I think everyone would love to pay for everything if we could and ensure that our guests have the best time.
