a discounted vendor meal that your hall provides for $10-$20 a person does NOT equal a tip for a vendor. Will you NOT tip your photographers/videographers because you're feeding them too? Why would you tip for all the other services provided to you on your wedding day but not for the person who MCs your wedding banquet and helps put together the music/entertainment??? Do you not tip a taxi driver on a normal day and that is why you wouldn't tip a limo driver (who is also responsible for keeping the car clean and stocked with drinks, opening of the doors, and for rolling out the aisle runner) on the most important day of your life???
